WHAT RESCUING A SERVICE MEANS

More than writing an action plan.

A rescue programme must connect immediate safety, operational leadership, workforce competence, regulatory evidence and provider oversight. The aim is to make the service safer now, while building systems that remain effective after intensive support ends.

CCKE can coordinate a complete programme or provide one defined workstream. Scope depends on the service’s current risk, regulator action, deadlines, leadership capacity and whether suitably qualified interim professionals are available.

RESCUE WORKSTREAMS

Immediate safeguarding control

Review current risks, incidents, missing episodes, allegations, restrictive practice, medication, fire and premises concerns; identify what needs immediate escalation or containment.

Independent baseline audit

Establish the true position across children or people’s experiences, legal status, care planning, case records, staffing, notifications, complaints, policies, premises and provider oversight.

Interim leadership and governance

Clarify day-to-day accountability and, where available and suitable, support interim Registered Manager, Responsible Individual, Nominated Individual or senior operational arrangements.

Regulatory response

Coordinate operational remediation and evidence for inspection findings, compliance notices, NOPs, NODs, warning notices, refusals, suspension concerns or cancellation risk.

One controlled improvement plan

Replace fragmented plans with one risk-rated programme showing each concern, action, owner, deadline, evidence requirement, verification method and expected impact.

Workforce competence recovery

Audit recruitment and Schedule 2 evidence, map qualifications and training, strengthen induction and supervision, test staff knowledge and address unsafe dependency on agency workers.

Independent investigations

Provide proportionate fact-finding for safeguarding concerns, complaints, grievances and whistleblowing where impartial external scrutiny is required.

Evidence and assurance

Build an indexed evidence pack, test whether actions are used in practice, complete follow-up audits and prepare leaders to explain impact honestly and consistently.

Triage and protect

Confirm the regulator, service, notice or incident, deadline and immediate safeguarding duties. Urgent risks remain the provider’s responsibility and must be escalated through the proper statutory routes.

Establish the baseline

Complete an independent review, reconstruct the chronology and identify gaps between written systems, actual practice and regulatory evidence.

Stabilise operations

Introduce clear leadership control, daily oversight, incident review, action ownership, workforce expectations and management verification.

Build the recovery case

Link each concern to completed action, supporting evidence, quality checks and measurable impact for children or people using the service.

Re-audit, prepare leaders and staff, track recurring themes and hand over a governance system that the provider can maintain after CCKE support ends.
